I was born in Lisbon, Portugal, in August 1969. I graduated and received the MSc and Ph.D degrees in Electrical and Computer Engineering from Instituto Superior Técnico (IST), Universidade Técnica de Lisboa, Portugal, in 1992, 1995, and 2007, respectively.

I am currently an Assistant Professor at the Information Science and Technology Department of Instituto Superior de Ciências do Trabalho e da Empresa (ISCTE), Portugal, and a member of the research staff of the Telecommunications Institute, Portugal.

My research interests include bit rate control for object-based and frame-based video coding and multimedia communications.
